Pottery wheels are often used in damp conditions and kept on concrete floors or by the coast. All these conditions can cause rust to form on the metal surfaces . Prevention is always better but maybe you have purchased a second hand one that came with some rust areas. First clean off any loose paint or flaking rust with a wire brush and clean any clay or dirt off. There are plenty of products available to treat the affected areas and here is what I use.
